HB 2721: ambulance services; public information

Overview 
Requires a privately owned ambulance service to provide outlined information relating to 
calls and ambulance services to the Department of Health Services (DHS) 
History 
DHS regulates the operation of ambulances and ambulance services, including regulating 
the response times of ambulances to meet the needs of the public and to ensure adequate 
service. Individuals wishing to operate an ambulance service in this state must apply for a 
certificate of necessity. Upon determining that the public necessity requires the service, or 
any part of the service proposed by the applicant, DHS issues the certificate provided the 
applicant is found to be fit and proper to provide the service and has paid and filed the 
appropriate fees and bonds (A.R.S. § 36-2232). 
Provisions 
1. Requires a privately owned ambulance service to provide the following information to 
DHS:  
a) the types of calls received, whether advanced or basic life support or interfacility 
transfer, and include the following times for each call: 
i. dispatch; 
ii. on-scene; 
iii. hospital arrival; and 
iv. release;  
b) reports provided when an ambulance service has only one ambulance available, or 
does not have an ambulance available, in a service area, including the time, date and 
duration; 
c) the date and time the ambulance service refused to provide back-up assistance, or 
provide mutual aid, to another certificate of necessity holder; and 
d) the details of any complaint received from individuals, health care facilities; or 
hospitals. (Sec. 1) 
2. Instructs DHS to make the required information received, with personally information 
redacted, available on request. (Sec. 1) 
3. Requires DHS to post the require information received, with any redactions, on the 
department's website. (Sec. 1)
