(TEXT OF BILL BEGINS ON NEXT PAGE) Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring: 1. Article IV, part 2, section 12, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor: CONST12. Procedure on bills; approval or disapproval by governor; bill limit; committee or subcommittee hearing Section 12. A. Every bill shall be read by sections on three different days, unless in case of emergency, two-thirds of either house deem it expedient to dispense with this rule. The vote on the final passage of any bill or joint resolution shall be taken by ayes and nays on roll call. Every measure when finally passed shall be presented to the governor for his the governor's approval or disapproval. B. Each member of the legislature may not introduce more than ten measures for consideration during a regular session of the legislature. during the second REGULAR session of any given legislature, Each member of the legislature may introduce only measures repealing statutes. C. Subsection B of this section does not apply to any of the following: 1. Emergency measures. A member of the legislature who has previously introduced ten measures for consideration Pursuant to subsection B of this section may not remove the emergency clause from an emergency measure that has been subsequently introduced. 2. General appropriation bills. 3. Budget reconciliation bills. D. Each measure introduced by a member of the legislature and cosponsored by at least one member of each of the two largest political parties shall receive a committee or subcommittee hearing in the measure's chamber of origin. CONST 2. Findings The People of this State find that there are already enough laws. 3. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
