History The 1980 Groundwater Management Act allows the Arizona Department of Water Resources (ADWR) to exercise jurisdiction over surface water and to represent the State on Colorado River issues. Assured water supply is defined as the availability of a 100-year water supply considering the current and committed demand, as well as growth projects (ADWR). Provisions 1.
