SB 1103: penalty assessment; victims' rights enforcement

Overview 
Increases, from $2 to $4, the fine imposed by the court for specified criminal and civil offenses.  
History 
The court imposes a fine of $2 on all penalties for criminal offenses and any civil penalties 
relating to a traffic violation, a violation of motor vehicle statutes, local ordinances relating 
to the operation of a vehicle and violations of game and fish statutes.  The court creates a 
report of the fines, civil penalties and assessments collected and submits the report to the 
appropriate municipal treasurer. The State Treasurer receives the municipal treasurers 
reports and deposits the assessments into the Victims' Rights Enforcement Fund (Fund) 
(A.R.S. § 12-116.09). 
Monies in the Fund are used to provide grants to nonprofit entities that demonstrate a five-
year history of providing legal representation and social services to crime victims. (A.R.S. § 
41-1727). 
Provisions 
1. Changes the fine imposed by the court for criminal offenses and specified civil offenses 
from $2 to $4. (Sec. 1)
