Overview 
Appropriates $1,000,000 from the state General Fund (GF) in FY 2026 to the Department of 
Economic Security (DES) for the Older Individuals Who Are Blind (OIB) program.  
History 
The OIB program, also known as the Independent Living Older Blind (ILOB) program helps 
persons who are visually impaired or blind to live independently. Eligible persons are those 
who: 1) are 55 years of age or older; 2) have a visual impairment that substantially limits 
their ability to be independent; 3) who require ILOB services to be independent; and 4) who 
are able and willing to participate in ILOB services. Eligible persons may qualify for services 
including Daily Living Skills, Orientation & Mobility, Assistive Technology and Adjustment 
to Blindness. (DES)  
The OIB program is part of DES, which was established by Laws 1972, Ch. 142 as a 
consolidation of several state agencies. DES administers protective and assistance services 
through programs regarding children's services, guardianship and adoption, child support 
enforcement, developmental disabilities, vocational rehabilitation, domestic violence, adult 
protective services, medical assistance eligibility, nutritional assistance independent living, 
employment assistance and unemployment insurance.  
Provisions 
1. Appropriates $1,000,000 from the state GF in FY 2026 to DES for the OIB program.
