SB 1147: appropriations; law enforcement; records management

Overview
Appropriates specified sums of money in FY 2026 to the Arizona Department of
Administration (ADOA) to disburse to various law enforcement agencies for an interoperable
records management and computer aided dispatch (CAD) program.
History
Laws 2024, Chapter 209 § 127 appropriated $600,000 from the Peace Officers Training
Equipment Fund in FY 2025 to the Pinal County Sheriff's Office for a pilot program that
connects the records management and CAD systems of 4 agencies. The legislation set
specified requirements for this system, including that the software must have the ability to
complete an advanced search and have analytics and visualization abilities to fit the needs
of the law enforcement agency, be integrated into the already existing identity and access
management systems, be able to accommodate the data volume and speed of law enforcement
needs and meet or exceed the security standards set by the Federal Bureau of Investigation
Criminal Justice Information Services.
Provisions
1. Appropriates, from the state General Fund in FY 2026 to ADOA, the following amounts
to be disbursed to the following law enforcement agencies to expand participation in the
interoperable records management and CAD pilot program:
a) $343,000 to Phoenix Police Department;
b) $215,820 to Mesa Police Department;
c) $111,725 to Chandler Police Department;
d) $125,895 to Scottsdale Police Department;
e) $101,370 to Gilbert Police Department;
f) $64,000 to Prescott Police Department;
g) $189,660 to Tempe Police Department;
h) $51,775 to Paradise Valley Police Department;
i) $64,855 to Arizona State University Police Department;
j) $83,930 to Peoria Police Department;
k) $65,945 to Buckeye Police Department;
l) $55,045 to El Mirage Police Department;
m) $50,685 to Tolleson Police Department;
n) $69,215 to Goodyear Police Department;
o) $73,575 to Surprise Police Department;
p) $72,485 to Avondale Police Department;
