SB 1287: PSPRS; part-time employment

Overview 
Includes part-time employees to the definition of a Public Safety Personnel Retirement 
System (PSPRS) member as outlined on July 1, 2026.  
History 
PSPRS was established in order to provide a consistent, uniform and equitable statewide 
retirement program for the public safety personnel in Arizona. Various employers participate 
in PSPRS, including State, county, city, town, community college district, Indian tribe and 
fire district employers. Pensions are funded through member and employer contributions and 
determined by members’ years of service and salary (PSPRS, 2023 PSPRS Performance 
Audit).  
Provisions 
1. Modifies the definition of PSPRS member to, on July 1, 2026, include any part-time 
employee whose employer has chosen to allow part-time employees to participate in 
PSPRS and to whom all of the following apply: 
a) hired as part of an eligible group of municipal police officers who are certified peace 
officers, State Highway Patrol Officers who are certified peace officers and Game and 
Fish Wardens who are certified peace officers;  
b) have at least three years of credited service in PSPRS or the Public Safety Defined 
Contribution Retirement Plan before the employee is hired as a part-time employee; 
c) is engaged to work as a patrol officer and is scheduled to work at least 20, but not 
more than 30 hours per week following a consistent schedule, as determined by the 
employer; and  
d) meet all the qualifications prescribed in this Act. (Sec. 1) 
2. Requires a part-time employee to meet both of the following to qualify as a PSPRS 
member: 
a) has entered into a written agreement with the employee's employer before July 1, 
2031, to work part-time for a period of not more than three years due to a specified 
qualifying event; and 
b) has not worked as a part-time employee for more than six years. (Sec. 2) 
3. Stipulates that a part-time employee cannot perform off-duty work. (Sec. 2) 
4. Details that, for a PSPRS member to calculate accidental, ordinary or catastrophic 
disability pension, the average monthly benefit compensation must exclude any part-time 
earnings. (Sec. 3)
