Overview 
Modifies the definition of child only case for purposes of Temporary Assistance for Needy 
Families (TANF) cash assistance eligibility, to include cases in which an eligible dependent 
child is living with a nonparent relative that is responsible for meeting the basic needs of the 
child and is not receiving cash assistance. 
History 
Cash assistance means temporary assistance for needy families paid to a recipient for the 
purpose of meeting basic living expenses as defined by the Arizona Department of Economic 
Security (DES). DES administers the TANF Cash Assistance Program to provide temporary 
cash benefits and supportive services to Arizona children and families. 
Child only cases are cases in which an eligible dependent child is in the legal custody of the 
Arizona Department of Child Safety, a tribal court or a tribal child welfare agency located in 
Arizona and placed in foster care with an unrelated adult or with a nonparent relative who 
is not receiving cash assistance (A.R.S. § 46-101). 
A family without a dependent child in the household may not receive cash assistance. The 
total gross countable income of a needy family that includes a nonparent relative head of 
household who is not applying for or receiving cash assistance and who is requesting cash 
assistance only for a dependent child shall not exceed 130% of the federal poverty guidelines 
(A.R.S. § 42-292).  
Provisions 
1. Includes, in the definition of child only case for purposes of TANF cash assistance 
eligibility, cases in which an eligible dependent child is living with a nonparent relative 
that is responsible for meeting the basic needs of the child and is not receiving cash 
assistance. (Sec. 1) 
2. Adds that a child only case benefit amount is based on available monies as determined by 
DES. (Sec. 2) 
3. Makes conforming changes. (Sec. 2)
