SB 1332: driver licenses; reciprocity; foreign military

Overview 
Requires the Arizona Department of Transportation (ADOT) to issue class D or M license 
and waive the written and driving examination for an active duty member of the armed forces 
of a foreign country who is stationed in this state as prescribed. 
History 
ADOT may examine an applicant for an original driver license, accept the examination 
conducted by an authorized third party, accept documentation of successful completion of a 
driver training course approved by ADOT, accept documentation that the applicant has 
successfully completed education on special performance equipment and medically related 
driving circumstances, or accept documentation that the applicant has successfully 
completed driver education lessons provided by an instructor who is certified by the 
superintendent of public instruction (A.R.S. § 28-3164). 
ADOT may waive the requirements for a written and driving examination for an operator of 
a motor vehicle who holds a valid driver license issued by a foreign country in which the 
operator previously resided and who applies for an initial driver license in this state as an 
original applicant, if: 
1) The Director of ADOT (Director) determines that the standards of the foreign country 
for licensing operators of motor vehicles are substantially similar to those of this state; 
2) The foreign country extends the same reciprocal driver license application privileges to 
persons licensed in this state; 
3) The Director and the foreign country have exchanged letters or other documentation to 
confirm the reciprocal extension of privileges to operate motor vehicles; and 
4) The original applicant complies with the mandatory motor vehicle insurance regulation. 
A person who holds a valid driver license may apply to ADOT for a class D, G or M license. 
The person applying for the original license must present the foreign country driver license 
to ADOT on successful application. ADOT must publish on its public website a current list of 
foreign countries for which reciprocal operating privileges have been extended and 
withdrawn (A.R.S. § 28-413). 
Provisions 
1. Directs ADOT to issue class D or M license to and waive the written and driving 
examination for an active duty member of the armed forces of a foreign country who is 
stationed in this state if:

a) The foreign country in which the person is serving as an active duty member of the 
armed forces is a member of the North Atlantic Treaty Organization that recognizes 
reciprocal driver permits or licenses; 
b) The active duty member is at least 18 years of age and under 76 years of age; 
c) If the active duty member is not a citizen of the United States, the active duty member 
presents to ADOT documentation issued by the United States agency responsible for 
citizenship and immigration authorizing the active duty member to be in the United 
States, as outlined; and  
d) The active duty member has military orders to be stationed within this state. (Sec. 1) 
2. Requires a class D or M license issued to the active duty member to display "limited term 
driver license" and a statement that the license is not valid for federal purposes. (Sec. 1) 
3. Mandates ADOT must include a notation in the motor vehicle record that the person did 
not supply documentary proof of citizenship. (Sec. 1) 
4. States that the issued class D or M license for a foreign military member expires on the 
same date as the expiration of the document issued by the United States agency 
responsible for citizenship and immigration authorizing the active duty member of the 
armed forces to be in the United States. (Sec. 1) 
5. Makes a conforming change. (Sec. 1)
