SB 1439: appropriation; braille transcription program

Overview 
Appropriates $400,000 from the state General Fund (GF) in FY 2026 to the Arizona 
Department of Corrections (DOC) for the Braille Transcription Program (Program).  
History 
DOC provides educational programs to assist offenders in gaining skills that lead to 
productive and practical work experiences while within the correctional setting and that help 
transition them back into the community upon release. There is a large range in the content 
and structure of the available programs, including academic instruction, career technical 
education, self-improvement programs and volunteering with community partners (DOC 
Education and Program Offerings). 
Provisions 
1. Appropriates $400,000 for the state GF in FY 2026 to DOC for the Program. (Sec. 1) 
2. States that the Legislature: 
a) finds that DOC currently allocates $200,000 each FY for the Program; and 
b) intends that the appropriation of $400,000 be considered ongoing funding in future 
years. (Sec. 1) 
Amendments 
Committee on Appropriations 
1. Directs the DOC to submit a report to outlined entities by October 15 of 2025, 2026 and 
2027. 
2. Stipulates that the report must include the number of students in and outside of Arizona 
who were served from the program in the prior fiscal year.
