Overview 
Establishes the Student Registered Nurse Anesthetist Clinical Rotation Program (Program) 
for FY 2026 within the Arizona State Board of Nursing (AZBN). Appropriates $3,000,000 
from the state General Fund (GF) in FY 2026 to AZBN to expand the capacity of preceptor 
training programs. 
History 
The AZBN Education Department currently regulates six Certified Registered Nurse 
Anesthetist (CRNA) education programs. The Board provides regulatory information to 
nursing programs, nursing students and the public. AZBN is responsible for 1): reviewing 
program applications and changes; 2) completing education program site visits; 3) conducting 
program investigations; 4) monitoring program trends; 5) maintaining and updating the 
AZBN Nurse Practice Act Test; and 6) performing other duties related to liaising with such 
programs (AZBN Education Department). 
Statute allows AZBN to certify a registered nurse anesthetist if the nurse meets the following 
requirements: 1) submits an application as prescribed by AZBN; 2) has completed an 
accredited program in the science of anesthesia; 3) is certified by a national certifying body 
recognized by AZBN; and 4) pays the certification fee (A.R.S. § 31-1634.03). 
Provisions 
1. Establishes the Program within AZBN for FY 2026 to expand the capacity of preceptor 
training programs at health care institutions for registered nurse anesthetist students.

2. Appropriates $3,000,000 from the state GF in FY 2026 to AZBN to expand the capacity 
of preceptor training programs and exempts the appropriation from lapsing. (Sec. 2) 
3. Directs the Board to develop a grant program for FY 2026 to distribute the appropriated 
monies to licensed health care institutions to pay for costs related to expanding or 
developing clinical training placements for registered nurse anesthetist students. (Sec. 1) 
4. Specifies the AZBN grant program should give preference to expanding or developing 
clinical rotations in obstetrics, pediatrics, cardiovascular, thoracic and neurological care.

5. States the grant program monies are intended to supplement and not supplant existing 
training program expenses covered by the health care institution grantee. (Sec. 1)

6. Allows a grant to fund a clinical training placement through an anesthesia provider group 
contracted with a health care institution, through an authorized preceptor or though a 
health care institution directly. (Sec. 1) 
7. Prohibits more than 20% of a grant award from being spent on the indirect costs of 
expanding or developing clinical training placements. (Sec. 1) 
8. Requires grant monies be distributed to grantees before the expenses for expanding or 
developing clinical rotations are incurred. (Sec. 1) 
9. Directs grantees to return all monies to AZBN that are not spent on the direct and indirect 
costs related to expanding or developing clinical rotations. (Sec. 1) 
10. Outlines the factors AZBN is required to consider when determining grant awards to 
include: 
a) the geographic and population distribution; 
b) the number of registered nurse anesthetist students expected to be trained and 
retained; and  
c) the cost of the proposal for the number of registered nurse anesthetist students 
expected to participate and be retained compared to other proposals. (Sec. 1)
