SB 1455: election officials; oversight; candidates

Overview 
Prohibits specified public officers and employees from engaging in election duties if they are 
a candidate on the ballot. 
History 
Public officers include all elected and appointed officers of a public agency established by 
charter, ordinance, resolution, the Constitution or statute. Public officers involved in election 
administration include the Secretary of State, County Recorders, the county Board of 
Supervisors and other election officials (A.R.S. § 38-502). 
These officers duties, as it relates to election administration, include that: 1) the Secretary of 
State is responsible for the certification of election results and election equipment; 2) the 
County Recorder maintains voter registration records and precinct registers; 3) the Board of 
Supervisors determines polling places and emergency voting locations; and 4) election 
officials aid in the election day administration of polling places (A.R.S. §§ 16-161, 16-411, 16-
562, 41-121). 
Provisions 
1. Prohibits public officers and employees, whose role include any aspect of election 
administration or operation, from engaging in election duties if the officer or employee is 
a candidate on the ballot in that election, except for a precinct committeeman. (Sec. 1)
