Fiscal Note BILL # SB 1510 TITLE: budget unit; vacant positions; reporting SPONSOR: Finchem STATUS: As Amended by Senate APPROP PREPARED BY: Ethan Scheider Description The bill would require the Arizona Department of Administration (ADOA) to annually report the number of FTE Positions from each state agency that were vacant for more than 150 days. Additionally, the bill would require each agency to eliminate any FTE Positions that have been vacant for more than 150 days. The bill excludes the Department of Corrections (ADC), the Department of Public Safety (DPS), the Board of Regents (ABOR), the Universities and the Community College Districts from the requirement to eliminate vacancies. Estimated Impact We estimate that the bill would result in a significant reduction in FTE Positions. Based on data from this fall, there are approximately 4,700 vacant positions relative to the authorized FTE ceiling for the non-exempt agencies. We do not, however, have information on how many of these positions have been vacant for 150 days. The bill could ultimately result in a corresponding reduction in agency appropriations with 2 caveats: 1) The bill itself would not reduce an agency's ongoing spending authority. The spending reduction would only occur through further legislative action such as making adjustments in the annual General Appropriations Act. 2) Not all vacant positions have funding for a variety of reasons.
