supplemental appropriation; Prescott rodeo grounds 
Purpose 
Redirects the FY 2024 $15,300,000 appropriation to the City of Prescott to renovate and 
repair the rodeo ground owned by the city, rather than to a nonprofit volunteer organization that 
operates a rodeo at the Yavapai County Fairgrounds.  
Background 
The FY 2024 General Appropriations Act appropriated $15,300,000 from the state General 
Fund (state GF) to the State Treasurer to distribute to a nonprofit volunteer organization that 
operates a rodeo at the Yavapai County Fairgrounds (Laws 2023, Ch. 133). The FY 2025 General 
Appropriations Act stipulated that if a court of competent jurisdiction rules that the monies may 
not be distributed to a nonprofit volunteer organization that operates a rodeo at the Yavapai County 
Fairgrounds and the judgment is final and definitive, the Attorney General must notify the Director 
of the Arizona Legislative Council and the monies revert to the state GF. The appropriation is 
exempt from lapsing (Laws 2024, Ch. 209).  
There is no anticipated fiscal impact to the state GF associated with this legislation.  
Provisions 
1. Redirects the FY 2024 $15,300,000 appropriation to the State Treasurer to distribute to the 
City of Prescott to renovate and repair the rodeo grounds owned by the city, rather than a 
nonprofit volunteer organization that operates a rodeo at the Yavapai County Fairgrounds.  
2. Exempts the appropriation to the City of Prescott from lapsing. 
3. Makes a conforming change.  
4. Becomes effective on signature of the Governor.
