Overview
Moves up a FY 2028 $49,000,000 appropriation for the construction of an overpass at Riggs
Road and State Route (SR) 347 to FY 2026.
History
Laws 1973, Chapter 146 established the Arizona Department of Transportation (ADOT) to
provide for an integrated and balanced state transportation system with a director
responsible for the Department's administration (A.R.S. § 28-331). ADOT has exclusive
control and jurisdiction over state highways, state routes, state-owned airports and all state-
owned transportation systems or modes (A.R.S. § 28-332).
The FY 2022 Budget Capital Outlay Bill appropriated $25,000,000 from the state General
Fund (state GF) in FY 2021 to ADOT to construct an overpass at Riggs Road and SR 347.
The FY 2023 Budget Capital Outlay Bill additionally appropriated $11,375,000 from the
State Highway Fund (SHF) in FY 2023 for the Riggs Road and SR 347 overpass project.
The FY 2024 Budget Capital Outlay Bill increased the FY 2023 SHF appropriation to
$24,000,000.
The FY 2025 Budget Capital Outlay Bill deferred funding for multiple transportation projects
that received appropriations in previous fiscal years. The FY 2025 budget deferred the Riggs
Road and SR 347 overpass construction project to FY 2028 by eliminating $49,000,000 of FY
2023 funding from the state GF and the SHF and instead appropriating $49,000,000 to ADOT
from the state GF in FY 2028 for the project.
Provisions
1. Advances the $49,000,000 appropriation from the state GF to ADOT for the construction
of an overpass at Riggs Road and SR 347 from FY 2028 to FY 2026. (Sec. 1)
2. Makes technical and conforming changes. (Sec. 1)

1. Restores the $49,000,000 appropriation for the construction of an overpass at Riggs Road
and SR 347 to FY 2028.
2. Appropriates $12,300,000 from the state GF in FY 2026 to ADOT for right-of-way
acquisition, utility relocation and natural resource recovery for the Riggs Road and SR
347 overpass project.
