SB 1714: appropriation; civil air patrol

Overview 
Appropriates $250,000 from the state General Fund (GF) in FY 2026 to the Arizona 
Department of Public Safety (DPS) for the maintenance and operation of the Civil Air Patrol. 
History 
Laws 1952, Chapter 38 established the Civil Air Patrol Department comprising the Civil Air 
Patrol Arizona Wing to cooperate with the United States (US), the US Air Force and any 
other US or Arizona agency to carry out its patrol duties. The Civil Air Patrol is a national 
service organization that carries out emergency search and rescue missions when needed 
while promoting aviation and related fields through aerospace education. Arizona Wing is 
one of 52 wings, with 18 squadrons across Arizona, has more than 1,500 youth and adult 
members, 15 light aircraft and 23 multi-purpose vehicles. These assets are available when 
tasked to support missions that may also involve: 1) Federal, state and county governments; 
2) emergency responders; and 3) law enforcement agencies to perform search and rescue, 
homeland security, disaster relief, humanitarian assistance and counter-drug missions (Civil 
Air Patrol). 
The FY 2023 Budget appropriated $5,000,000 from the state GF in FY 2023 for funding of 
CAP infrastructure, including facilities to house aircraft used in search and rescue missions, 
and $150,000 from the state GF in FY 2023 for CAP maintenance and operations. 
 The FY 2024 Budget appropriated $10,000,000 from the state GF in FY 2024 for funding of 
new CAP infrastructure and $150,000 from the state GF in FY 2024 for CAP maintenance 
and operations.  
The prior appropriations for CAP infrastructure are non-lapsing and require an annual 
report on related expenditures.  
Provisions 
1. Appropriates $250,000 from the state GF in FY 2026 to DPS for the maintenance of the 
Civil Air Patrol. (Sec. 1) 
2. States the Legislature intends the appropriation be considered ongoing funding in future 
years. (Sec. 1)
