LEGISLATIVE COUNSEL'S DIGEST AB 1362, as amended, Solorio. California Rehabilitation Oversight Board: advisory committee. Existing law establishes the California Rehabilitation Oversight Board. This bill would establish the California Rehabilitation Oversight Board Advisory Committee and charge it with providing assistance and adviceonregarding strategies for accomplishing the rehabilitation goals of the various mental health, substance abuse, educational, and employment programs for inmates and parolees operated by the Department of Corrections and Rehabilitation. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 6142 is added to the Penal Code, to read: 6142. (a) There is in the Office of the Inspector General the California Rehabilitation Oversight Board Advisory Committee. The committee shall consist ofnine10 members as follows: (1) A clinical psychologist appointed by the Speaker of the Assembly. (2) A social worker appointed by the Governor. (3) Two correctional peace officers, one appointed by the Governor, and one appointed by the Speaker of the Assembly. (4) A chaplain appointed by the Governor. (5) A rehabilitation therapist appointed by the Governor. (6) A teacher appointed by the Governor. (7) A warden appointed by theSenate President pro TemporePresident pro Tempore of the Senate . (8) A clinician with expertise in behavioral health who works with parolees, appointed by theSenate President pro TemporePresident pro Tempore of the Senate . (9) A psychiatrist appointed by the Governor. (b) The members of the committee shall all work directly with inmates in the Department of Corrections and Rehabilitation. The committee shall meet at least quarterly, and at least two committee meetings shall be scheduled in conjunction with the California Rehabilitation Oversight Board. The committee shall provide assistance and adviceonregarding strategies for accomplishing the rehabilitation goals of the various mental health, substance abuse, educational, and employment programs for inmates and parolees operated by the Department of Corrections and Rehabilitation.
