Special education. Existing law requires local educational agencies to offer special education, whereby specially designed instruction is offered at no cost to meet the unique needs of individuals with exceptional needs. This bill would state the intent of the Legislature to enact legislation to create or modify special education programs or services. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation that would create or modify special education programs or services.
