 BILL NUMBER: AB 1992INTRODUCED BILL TEXT INTRODUCED BY Assembly Members Arambula and Portantino FEBRUARY 17, 2010 An act to amend Section 19481 of the Business and Professions Code, relating to horse racing. LEGISLATIVE COUNSEL'S DIGEST AB 1992, as introduced, Arambula. Horse racing: safety standards: racing surface. Existing law, the Horse Racing Law, generally regulates horse racing and parimutuel wagering on horse races and vests administration and enforcement of the Horse Racing Law in the California Horse Racing Board. Existing law requires the board to establish safety standards governing the uniformity and content of the racing surface. This bill would specify that the board shall establish those safety standards for racing surfaces whether the surface is synthetic or dirt. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 19481 of the Business and Professions Code is amended to read: 19481. In performing its responsibilities, the board shall do all of the following: (a) Establish safety standards governing the uniformity and content of the track base and racing surface,  whether synthetic or dirt surface,  inner and outer rails, gates and gaps, turf, access and egress to the track, lighting for night racing, equipment for horse and rider, drainage, communications, veterinary services, medical and ambulance services, and other track facilities in order to improve the safety of horses, riders, and workers at the racetrack. (b) Designate a steward at all horse racing meetings to be responsible for enforcing compliance with safety standards.
