 BILL NUMBER: AB 2107INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Fuller FEBRUARY 18, 2010 An act to amend Section 13477 of the Water Code, relating to water quality. LEGISLATIVE COUNSEL'S DIGEST AB 2107, as introduced, Fuller. State Water Pollution Control Revolving Fund. Existing law continuously appropriates state and federal funds in the State Water Pollution Control Revolving Fund to the State Water Resources Control Board for loans and other financial assistance for the construction of publicly owned treatment works by a municipality and other eligible projects in accordance with the federal Clean Water Act. This bill would make technical, nonsubstantive changes to the provision that establishes the fund. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 13477 of the Water Code is amended to read: 13477. The State Water Pollution Control Revolving Fund is hereby created in the State Treasury, and, notwithstanding Section 13340 of the Government Code,  all   the  moneys in the fund are continuously appropriated without regard to fiscal years to the board for expenditure in accordance with this chapter. The board is the state agency responsible for administering the fund. In order to facilitate compliance with the federal Tax Reform Act of 1986 (Public Law 99-514), there is hereby established in the fund a Federal Revolving Loan Fund Account and a State Revolving Loan Fund Account. From time-to-time thereafter, the board may modify existing accounts in the fund and may establish other accounts in the fund, and in all other funds administered by the board,  which   that  the board deems appropriate or necessary for proper administration.
