Existing law prohibits a person from conducting timber operations unless a timber harvesting plan, prepared by a registered professional forester, has been submitted to the Department of Forestry and Fire Protection. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 4581 of the Public Resources Code is amended to read: 4581.  No   A  person shall  not  conduct timber operations unless a timber harvesting plan prepared by a registered professional forester has been submitted for  such   the  operations to the department pursuant to this article.
