Existing law, the Administrative Procedure Act, governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. This bill woulddeclare the intent of the Legislature to enact legislation that would require the Office of Administrative Law to submit copies of proposed regulations to the appropriate policy committee in each house of the Legislature and that would require the policy committees to conduct a hearing for the purpose of reviewing the proposed regulation.require a standing committee with jurisdiction over a state agency proposing to adopt a regulation with a gross cost in excess of $10,000,000 to hold an informational hearing regarding the proposed regulation. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 9026.2 is added to the Government Code , to read: 9026.2. A standing committee with jurisdiction over a state agency proposing to adopt a regulation with a gross cost in excess of ten million dollars ($10,000,000), as estimated in the initial statement of reasons for the regulation, shall hold an informational hearing regarding the proposed regulation.SECTION 1.It is the intent of the Legislature to enact legislation that would require the Office of Administrative Law to submit copies of proposed regulations to the appropriate policy committee in each house of the Legislature and that would require the policy committees to conduct a hearing for the purpose of reviewing the proposed regulation.
