Existing law provides for various state programs and services for the purpose of attracting and retaining businesses in this state. This bill would declare the intent of the Legislature to enact legislation that would codify the existence of, and establish responsibilities for, the California Business Investment Services program, which is currently operated by the Labor and Workforce Development Agency.
