Solar energy systems. Under existing law, the Public Utilities Commission (PUC) has regulatory authority over public utilities, including electrical corporations, as defined. A decision of the PUC adopted the California Solar Initiative. Existing law requires the PUC to undertake certain steps in implementing the California Solar Initiative. Existing law requires the governing body of a local publicly owned electric utility that sells electricity at retail to adopt, implement, and finance a solar initiative program for the purpose of investing in, and encouraging the increased installation of, residential and commercial solar energy systems. This bill would state the intent of the Legislature to further facilitate the efforts of local publicly owned electric utilities to increase the installation of residential and commercial solar energy systems. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. In order to further the state goal of encouraging the installation of 3,000 megawatts of photovoltaic solar energy generation in 10 years, it is the intent of the Legislature to enact legislation that would further facilitate the efforts of local publicly owned electric utilities to increase the installation of residential and commercial solar energy systems.
