 BILL NUMBER: ACR 149INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Hall (Coauthor: Assembly Member Bass) APRIL 5, 2010 Relative to the Kevin Murray Highway. LEGISLATIVE COUNSEL'S DIGEST ACR 149, as introduced, Hall. Kevin Murray Highway. This measure would designate the portion of State Highway Route 405 between State Highway Route 10 and State Highway Route 90 in the County of Los Angeles as the Kevin Murray Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. Fiscal committee: yes. WHEREAS, Kevin Murray was first elected to the California Legislature in 1994, as a representative of the 47th Assembly District; and WHEREAS, After serving two terms in the Assembly, Kevin Murray was elected to the State Senate, as a representative of the 26th Senate District; his final term in that district expired on November 30, 2006; and WHEREAS, The 26th Senate District is one of California's most culturally and economically diverse areas, encompassing 56 square miles within Los Angeles County and with a population of approximately 850,000; and WHEREAS, The 26th Senate District includes Culver City and the Los Angeles communities of Baldwin Hills, Baldwin Vista, Beverlywood, Carthay Circle, Century City, the Crenshaw District, Hancock Park, Hollywood, Hyde Park, Jefferson Park, Ladera Heights, Lafayette Square, Larchmont, Liemert Park, Los Feliz, Miracle Mile, South Central Los Angeles, View Park, West Los Angeles, and Windsor Hills, among others; and WHEREAS, As an Assembly Member, Kevin Murray served in a number of prominent roles, including the Chair of the Assembly Committee on Transportation, Assistant Democratic Floor Leader, Majority Whip, a member of the powerful Assembly Committee on Rules, as well as a member of the Assembly Committee on Utilities and Commerce; and WHEREAS, Throughout his career, Kevin Murray has been a champion in the areas of solar energy; consumer privacy; urban parks; economic development; women's, senior, and civil rights; health care access; and transportation; and WHEREAS, In 2006, Kevin Murray authored Senate Bill 1, the landmark "Million Solar Roofs" bill providing over 3 billion dollars to expand the use of solar energy in California; and WHEREAS, Kevin Murray was instrumental in crafting Proposition 12 and Proposition 40, two measures approved by voters that provided 4.6 billion dollars for state and local parks programs; and WHEREAS, These propositions created the Murray-Hayden Urban Parks Youth Services Program and the Baldwin Hills Conservancy and funded the development and maintenance of new urban parks, youth facilities, and athletic fields throughout the state; and WHEREAS, Kevin Murray was one of the first legislators in the country to identify and address the need to protect consumers on the Internet. He led a forceful effort to stop Internet-related crime by crafting a number of first-in-the-nation laws to protect consumers from identity theft, e-mail spam, and Internet spyware; and WHEREAS, In 2006, Kevin Murray served as Chair of the Senate Committee on Appropriations, the Select Committee on the Entertainment Industry, and the Subcommittee on Los Angeles County Metropolitan Transportation Authority; and WHEREAS, Kevin Murray served as Chair of the California Legislative Black Caucus, the Senate Democratic Caucus, the Senate Committee on Transportation and Housing, and the Senate Committee on Elections, Reapportionment and Constitutional Amendments; and WHEREAS, Kevin Murray also served on the following Senate Committees: Banking, Finance and Insurance; Energy, Utilities and Communications; the Joint Committee on Rules; and the Joint Committee on Legislative Budget; and WHEREAS, Prior to serving in the Legislature, Kevin Murray operated his own law practice and worked as a talent agent at the William Morris Agency; and WHEREAS, Kevin Murray holds a Juris Doctorate from Loyola Law School, a Master's Degree in Business Administration from Loyola Marymount University, and a Bachelor of Science Degree in Business Administration and Accounting from California State University, Northridge; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Highway Route 405 between State Highway Route 10 and State Highway Route 90 in the County of Los Angeles as the Kevin Murray Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
