 BILL NUMBER: ACR 172INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Villines (Coauthor: Senator Cogdill) JUNE 1, 2010 Relative to the Ernest N. Mobley Memorial Interchange. LEGISLATIVE COUNSEL'S DIGEST ACR 172, as introduced, Villines. Ernest N. Mobley Memorial Interchange. This measure would designate the State Highway Route 180 interchange at Temperance Avenue in the City of Fresno as the Ernest N. Mobley Memorial Interchange. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. Fiscal committee: yes. WHEREAS, Ernest N. Mobley, who was born in Shadyside, Ohio, on November 1, 1918, and died in California on March 10, 2009, was a veteran of World War II and also served in the Assembly of the State of California from 1966 through 1976, where he watched over Sacramento-San Joaquin Valley interests from the powerful Ways and Means Committee; and WHEREAS, While serving in the Assembly, Mr. Mobley represented portions of the Counties of Madera, Fresno, and Tulare, and among his top concerns were agriculture and water issues; and WHEREAS, One of Mr. Mobley's big accomplishments was assisting in the completion of State Highway Route 41 by, in 1976, bringing attention to the need to complete the construction project; and WHEREAS, Before becoming an Assembly Member, Mr. Mobley was involved in public service, including serving as Fresno County's administrative officer and as the city manager of the City of Santa Monica; and WHEREAS, Mr. Mobley also served in the United States Army in five major campaigns across Europe and received the Combat Infantryman's Badge, the Silver Star, the Bronze Star with two Oak Leaf Clusters, and the Purple Heart. He was in the Army National Guard after World War II and in 1972 he was commanding officer of the 175th Medical Group in Sacramento; and WHEREAS, After leaving the Assembly, Mr. Mobley returned to his farm in the City of Sanger and enjoyed traveling the world with his wife Lillian; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby recognizes the contributions of former Assembly Member Ernest N. Mobley to the people of the State of California and designates the State Highway Route 180 interchange at Temperance Avenue in the City of Fresno as the Ernest N. Mobley Memorial Interchange; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
