Municipal incorporation: signatures. Existing law, the Cortese-Knox-Hertzberg Local Government Reorganization Act, establishes a process for the change of organization of a local agency, including the incorporation of a city. The act generally prohibits a petition for a change of organization from being accepted for filing unless signatures on the petition are secured within 6 months of the date on which the first signature on the petition was affixed and the petition is submitted for filing within 60 days after the last signature is affixed. This bill would state the intent of the Legislature to enact legislation to clarify the law with respect to the length of time signatures collected for the incorporation of a new municipality are valid.
