LEGISLATIVE COUNSEL'S DIGEST SB 1321, as introduced, Kehoe. Agriculture: 22nd District Agricultural Association: master plan. Existing law provides that the State Race Track Leasing Commission is required to prepare a master plan for the long-range comprehensive development and improvement of, and construction upon, the property of the 22nd District Agricultural Association, as provided. This bill would instead require the commission to prepare each master plan for the property of the 22nd District Agricultural Association. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 4156 of the Food and Agricultural Code is amended to read: 4156. The State Race Track Leasing Commission shall prepare  a   each  master plan for the long-range comprehensive development and improvement of, and construction upon, the property of the 22nd District Agricultural Association.  Such   Each master  plan shall prescribe the amounts  which   that  may be expended for the various features of the plan, the period authorized for the completion of each  such  feature  of the plan  , and the terms of any revenue bond financing undertaken with respect to  such   the  plan.
