LEGISLATIVE COUNSEL'S DIGEST SB 184, as introduced, Benoit. Biennial inspection of terminals: fee schedule. Existing law establishes the Biennial Inspection of Terminals program to ensure the safe operation of certain vehicles by a motor carrier through the inspection of these vehicles at the motor carrier' s terminal by the Department of the California Highway Patrol. Existing law requires a motor carrier to submit an application for a terminal inspection accompanied with a payment of a fee. Existing law provides a fee schedule for a terminal inspection application based on the number of vehicles in the terminal, with a terminal of a fleet size of "1" required to pay $270. This bill would provide that a motor carrier who owns, leases, or otherwise operates not more than one power unit and not more than 3 towed vehicles shall be considered to have a terminal fleet size of "1." Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 34515 of the Vehicle Code is amended to read: 34515. (a) As used in this division and in regulations adopted pursuant thereto, "maintenance facility or terminal" means  any   a  place or places where a vehicle of a type listed in Section 34500 is regularly garaged or maintained, or from which it is operated or dispatched. "Maintenance facility or terminal" may include a private business or residence. (b) For the purpose of the inspections required by Section 34501.12, "terminal" means the location or locations in this state  which   that  are designated by a motor carrier, where subject vehicles may be inspected by the department pursuant to paragraph (3) of subdivision (a) of Section 34501, and where vehicle maintenance and inspection records and drivers' records will be made available for inspection.  (c) For the purpose of the fee per terminal required in subparagraph (A) of paragraph (2) of subdivision (e) of Section 34501.12, a motor carrier who owns, leases, or otherwise operates not more than one power unit, as described in Section 34624, and not more than three towed vehicles is considered to have a fleet size of "1."
