LEGISLATIVE COUNSEL'S DIGEST AB 1180, as introduced, Bradford. Water: coastal powerplants. Under existing law, the State Water Resources Control Board (state board) and the 9 California regional water quality control boards regulate water quality in accordance with the Porter-Cologne Water Quality Control Act and the federal Clean Water Act. Existing law establishes the policy of the state with respect to water quality as it relates to the coastal marine environment. This bill would require the state board to provide a report to the Legislature on the economic impacts to utility ratepayers because of the implementation of the Statewide Water Quality Control Policy on the Use of Coastal and Estuarine Waters for Power Plant Cooling, adopted May 4, 2010. Section 13142.6 is added to the Water Code, to read: 13142.6. (a) By March 1, 2012, the state board shall provide a report to the Legislature on the economic impacts to utility ratepayers because of the implementation of the Statewide Water Quality Control Policy on the Use of Coastal and Estuarine Waters for Power Plant Cooling, adopted May 4, 2010. (b) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
