LEGISLATIVE COUNSEL'S DIGEST AB 1871, as introduced, Logue. Water supplies: drought preparedness. Existing law authorizes the Department of Water Resources to operate the State Water Project and to undertake various other functions relating to the water resources of the state. This bill would require the department to prepare and submit to the appropriate committees of the Legislature a report that includes recommendations relating to drought preparedness and to conduct an annual survey of public and private water suppliers relating to water supply reliability in the event of a drought. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 240 is added to the Water Code, to read: 240. The department shall do both of the following: (a) Notwithstanding Section 10231.5 of the Government Code, prepare and submit to the appropriate committees of the Legislature a report that includes recommendations relating to drought preparedness. (b) Conduct an annual survey relating to the ability of each public and private water supplier, including water corporations, serving more than 1,000 residential connections to provide adequate and reliable water service in the event of a drought. (c) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
