LEGISLATIVE COUNSEL'S DIGEST AB 2075, as introduced, Fong. State water policy. Existing law establishes various state water policies, including the policy that the growing water needs of the state require the use of water in an efficient manner and that the efficient use of water requires certainty in the definition of property rights to the use of water and transferability of such rights. This bill would declare that it is the policy of the state to promote water conservation, water efficiency, and water recycling as the most cost-effective means of increasing water supply and protecting the environment. Section 110 is added to the Water Code, to read: 110.
