Energy efficiency. Under existing law, the Public Utilities Commission has regulatory authority over public utilities. Existing law requires the State Energy Resources Conservation and Development Commission to adopt energy conservation standards to reduce the wasteful, uneconomic, inefficient, or unnecessary consumption of energy. This bill would state the intent of the Legislature to enact legislation to create a task force to study the feasibility of creating a Sustainable Energy Utility for the purposes of expanding renewable energy development and improving energy efficiency programs and its further intent to enact legislation to require the task force to report its findings to the Legislature on or before January 1, 2014. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation to create a task force to study the feasibility of creating a Sustainable Energy Utility for the purposes of expanding renewable energy development and improving energy efficiency programs. It is further the intent of the Legislature to enact legislation to require the task force to report its findings to the Legislature on or before January 1, 2014.
