Payroll cards. Existing law prohibits a person from issuing certain instruments in payment of wages due unless specified circumstances are met. This bill would state that it is the intent of the Legislature to enact legislation to define "payroll card" and that would impose restrictions on the use of those cards by an employer to pay his or her employees' wages. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation to define "payroll card" and to impose restrictions on the use of those cards by an employer to pay his or her employees' wages.
