 BILL NUMBER: AB 670INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Block FEBRUARY 17, 2011 An act to amend Section 66201 of the Education Code, relating to public postsecondary education. LEGISLATIVE COUNSEL'S DIGEST AB 670, as introduced, Block. Public postsecondary education: admissions. The Donahoe Higher Education Act sets forth, among other things, the missions and functions of California's public and independent segments of higher education, and their respective institutions of higher education. The act states the intent of the Legislature regarding the opportunity to enroll in an institution of higher education. The bill would make technical, nonsubstantive changes to that statement. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 66201 of the Education Code is amended to read: 66201.  (a)    It is the intent of the Legislature that  each   every  resident of California who has the capacity and motivation to benefit from higher education should have the opportunity to enroll in an institution of higher education. Once enrolled, each individual should have the opportunity to continue as long and as far as his or her capacity and motivation, as indicated by academic performance and commitment to educational advancement, will lead him or her to meet academic standards and institutional requirements.  The   (b)     The  Legislature hereby reaffirms the commitment of the State of California to provide an appropriate place in California public higher education for every student who is willing and able to benefit from attendance.
