 BILL NUMBER: HR 31INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Williams (Coauthor: Assembly Member Achadjian) JUNE 11, 2012 Relative to State Highway Route 154. LEGISLATIVE COUNSEL'S DIGEST HOUSE OR SENATE RESOLUTIONS DO NOT CONTAIN A DIGEST WHEREAS, State Highway Route 154 is located in Santa Barbara County; and WHEREAS, State Highway Route 154 serves as a primary local commuter corridor to residents linking communities north and south; and WHEREAS, State Highway Route 154 is a two-lane, undivided, mountainous, rural highway with tight curves, narrow shoulders, steep grades, limited passing lanes and visibility with frequent inclement weather that poses difficulty for many vehicles, especially large trucks; and WHEREAS, Motorists not beginning or ending their trips in the area utilize State Highway Route 154 as a shortcut to State Highway Route 101 and, therefore, are often unaware of the grade, the number of turns, and navigable constraints of State Highway Route 154; and WHEREAS, State Highway Route 101 is the main north-south arterial highway that provides a more suitable alternative route for commerce to State Highway Route 154 through Santa Barbara County; and WHEREAS, Lake Cachuma, which is the primary source of drinking water to southern Santa Barbara County, is immediately adjacent to State Highway Route 154. Thus any accidental release of a hazardous material could contaminate this water supply; and WHEREAS, Truck drivers who use State Highway Route 154 presuming to save time are operating on incorrect information and are exposing themselves and other motorists to additional hazards; and WHEREAS, The California Highway Patrol has increased enforcement of laws and rules of the road on State Highway Route 154 to ensure the safety of all drivers on this stretch of roadway; now, therefore, be it Resolved by the Assembly of the State of California, That the Assembly urges truck drivers traveling through Santa Barbara County to continue on State Highway Route 101, which is more conducive to handling traffic resulting from commerce, rather than using State Highway Route 154 as a shortcut because the unnecessary traffic on this narrow mountainous roadway increases congestion and potential hazards for all motorists using State Highway Route 154; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
