 BILL NUMBER: SB 10INTRODUCED BILL TEXT INTRODUCED BY Senator Evans (Coauthor: Assembly Member Cook) DECEMBER 6, 2010 An act to amend Section 1050 of the Military and Veterans Code, relating to veterans, and declaring the urgency thereof, to take effect immediately. LEGISLATIVE COUNSEL'S DIGEST SB 10, as introduced, Evans. Military and veterans: Veterans' Home Allied Council. Existing law establishes the Veterans' Home Allied Council pursuant to the constitution of the Allied Council, Veterans' Home of California, comprised of members of the home, as an advisory body to the Administrator of the Veterans' Home. This bill would provide for the establishment of a Veterans' Home Allied Council for each veterans' home, and would additionally permit each council to represent veterans who reside in the veterans' home for which the council was established in matters before the Legislature if each council, in the course of providing that representation, complies with specified requirements, as prescribed. This bill would declare that it is to take effect immediately as an urgency statute. Vote: 2/3. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 1050 of the Military and Veterans Code is amended to read: 1050.  The  Veterans' Home Allied  Council,   Councils,  which  is   are  established pursuant to the constitution of the Allied Council, Veterans' Home of California,  for each veterans' home,  and which  is   are  composed of members of  the   each  home,  is   are  hereby recognized as  an  established advisory  body   bodies  to the  administrator.   administrator of each veterans' home. Each Veterans' Home Allied Council may also represent veterans who reside at the veterans' home for which the council was established in matters before the Legislature. In the course of providing that representation, each council shall comply with the following requirements:   (a) The council's representation shall be approved by a majority of the voting members of the council.   (b) The council shall not engage in any campaign or endorse public candidates in connection with that representation.   (c) The council's actions shall be in accordance with its constitution, bylaws, and policies and procedures.  SEC. 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to provide for the establishment of a Veterans' Home Allied Council for each veterans' home and to permit the council to represent veterans who reside in a veteran's home in matters before the Legislature as soon as possible, it is necessary that this act take effect immediately as an urgency statute.
