LEGISLATIVE COUNSEL'S DIGEST SB 1100, as introduced, Cannella. Pests. Existing law establishes the Department of Food and Agriculture, which is under the control of the Secretary of Food and Agriculture, and, among other things, requires the department to protect the agricultural industry of this state from pests. Existing law defines "pest" for purposes of these provisions. This bill would make a technical, nonsubstantive change to the definition of "pest." Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 5006 of the Food and Agricultural Code is amended to read: 5006. "Pest" means any of the following things that is, or is liable to be, dangerous or detrimental to the agricultural industry of the state: (a) Any infectious, transmissible, or contagious disease of any plant, or any disorder of any plant which manifests symptoms or behavior which thedirectorsecretary , after investigation and hearing, finds and determines is characteristic of an infectious, transmissible, or contagious disease. (b) Any form of animal life. (c) Any form of vegetable life.
