LEGISLATIVE COUNSEL'S DIGEST SB 601, as amended, Hancock. Corrections: prisons: report card. accountability report. Existing law provides that the supervision, management, and control of the state prisons, and the responsibility for the care, custody, treatment, training, discipline, and employment of persons confined therein are vested in the Secretary of the Department of Corrections and Rehabilitation. This bill would require the Secretary of the Department of Corrections and Rehabilitation to develop a department report card Corrections Accountability Report containing specified information regarding each institution, including, among other information, the number of inmates disciplined and the number of inmate appeals related to disciplinary actions, on a monthly basis and to post the report card once a month on the department's Internet Web site. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 5055.5 is added to the Penal Code, to read: 5055.5. (a) The Secretary of the Department of Corrections and Rehabilitation shall develop a department report card Corrections Accountability Report as described in subdivision (b) for each institution on a monthly basis and post the report card once a month on the department's Internet Web site. The department shall post both current and all previous monthly report cards reports for each institution on the Internet Web site. (b) Each report card shall be created using, when possible, information collected using the Compstat (computer assisted statistics) reports for each prison and shall include, but not be limited to, all of the following information: (1) A brief biography of the warden, whether he or she is an acting or permanent warden, and contact information for the warden. (2) A brief description of the prison and the total number of inmates currently residing at the prison. (3) (1) The number of prisoner incidents at the prison. (4) (2) The number of inmates disciplined. (5) (3) The number of inmate appeals of disciplinary actions. (6) (4) Academic programs, including capacity, enrollment, attendance, waiting lists, if any, and number of programs completed. (7) (5) Inmate reading levels. (8) (6) Vocational programs, including capacity, enrollment, waiting lists, if any, and program outcomes. (9) (7) Substance abuse and treatment programs, including the number of beds, the percentage of beds occupied, the number of meetings held, and the attendance at those meetings. (10) (8) The number of staff vacancies. (11) (9) Overtime and sick leave totals. (12) (10) The number of workers workers' compensation claims, including the number of staff persons on leave due to accepted or pending claims. (13) (11) Work orders for repairs. (14) (12) The adverse actions regarding staff. (15) (13) Contraband seized. (16) (14) The budget for the prison, including whether the operations are under or over budget.
