LEGISLATIVE COUNSEL'S DIGEST AB 2380, as introduced, Weber. School advisory councils and committees. Existing law requires a schoolsite council to be established at each school that participates in school-based program coordination. Existing law requires the governing board of a school district and the county superintendent of schools to each establish an English learner parent advisory committee if the enrollment of the school district, or the enrollment of the pupils in the schools and programs operated by the county superintendent of schools, includes a specified percentage and number of English learners. This bill would state the intent of the Legislature to enact legislation that would update the role of schoolsite councils and English learner parent advisory committees so as to better align the operation of the councils and committees with the local control funding formula. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation that would update the role of schoolsite councils and English learner parent advisory committees so as to better align the operation of the councils and committees with the local control funding formula, including, but not limited to, aligning development of local control and accountability plans with school plans developed for state and federal programs pursuant to Section 64001 of the Education Code.
