LEGISLATIVE COUNSEL'S DIGEST SB 1125, as amended, Pavley.Greenhouse gases:California Global Warming Solutions Act of 2006: emissions reduction. The California Global Warming Solutions Act of 2006 requires the State Air Resources Board to approve a statewide greenhouse gas emissions limit that is equivalent to the 1990 level to be achieved by 2020. The act requires the state board to make recommendations to the Governor and the Legislature on how to continue the reduction of greenhouse gas emissions beyond 2020. This bill would require the state board, on or before January 1, 2016, and in consultation with specified entities, to developand submit to the Governor and the Legislature a report containing recommendations on a timetable ofreduction targetsoffor greenhouse gas emissions and short-lived climate pollutantswith high global warming potentials beyond 2020, as defined, for 2030 . The bill would require the state board to report to the Legislature on those targets. The billwould repeal the above provision, on January 1, 2020 , would declare inoperative the requirement that the state board report to the Legislature . Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section39607.638551.5 is added to the Health and Safety Code, to read:39607.6.38551.5. (a) Forthepurposes of this section, "short-lived climate pollutant" means an agent that has a relatively short lifetime in the atmosphere, from a few days to a few decades, and a warming influence on the climate with high global warming potentials . (b) On or before January 1, 2016, the state board , in consultation with the Climate Action Team, other relevant state and local agencies, and interested stakeholders, shall, in consultation with the Climate Action Team, other relevant state and local agencies, and interested stakeholders, in an open and public process, develop and submit to the Governor and Legislature a report containing recommendations on a timetable of reductiondevelop, in an open and public process, reduction targetsoffor greenhouse gas emissions and short-lived climate pollutants with high global warming potentialsbeyond 2020for 2030 . (c)TheIn developing targets pursuant to subdivision (b), the state board, in developing the timetable of reduction targetsshall consideremissions reduction trajectories that doa level of statewide reductions for 2030 that achieves all of the following: (1)MitigatePromotes cooperation and collaboration with other states, the federal government, and other nations or jurisdictions to mitigate medium- and long-term risks of global climate change and associated adverse impacts on health, safety, and welfare inCaliforniathe state in furtherance of Section 38564 . (2)Advance California'sAdvances the state's economic competitiveness by minimizing leakage and stimulating innovation. (3) Significantlymitigatemitigates adverse public health impacts in disadvantaged communities through reductions of short-lived climate pollutants,orin concert with other regulations limiting the emissions of criteria or toxic air pollutantsunder this divisionpursuant to Division 26 (commencing with Section 39000) . (d) (1) Thereport to be submittedstate board shall report to the Legislaturepursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Codethe targets developed pursuant to this section .(e) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2020.(2) A report submitted pursuant to paragraph (1) shall be submitted in compliance with Section 9795 of the Government Code. (3) The requirement for submitting a report pursuant to paragraph (1) is inoperative on January 1, 2020, pursuant to Section 10231.5 of the Government Code.
