 BILL NUMBER: SB 1139INTRODUCED BILL TEXT INTRODUCED BY Senator Hueso FEBRUARY 20, 2014 An act to amend Section 3822.2 of the Public Resources Code, relating to geothermal resources. LEGISLATIVE COUNSEL'S DIGEST SB 1139, as introduced, Hueso. Geothermal resources. Existing law authorizes the State Energy Resources Conservation and Development Commission to expend certain funds, used for grants and loans from the Geothermal Resources Development Account, to provide direct technical assistance to local jurisdictions, as specified. This bill would make a technical, nonsubstantive change to that provision. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 3822.2 of the Public Resources Code is amended to read: 3822.2. (a) Notwithstanding any  other  provision of law, the State Energy Resources Conservation and Development Commission may expend funds, from that portion of the Geothermal Resources Development Account used by the commission for grants and loans, to provide direct technical assistance to local jurisdictions  which   that  are eligible for grants and loans pursuant to Section 3822. (b) The total of all amounts expended pursuant to this section shall not exceed 5 percent of all funds available under Section 3822 or one hundred thousand dollars ($100,000), whichever amount is less. (c) In making expenditures under this section, the commission shall consider, but not be limited to a consideration of, all of the following: (1) The availability of energy resource and technology opportunities. (2) The project definition and likelihood of success. (3) Local needs and potential project benefits.
