 BILL NUMBER: SB 719AMENDED BILL TEXT AMENDED IN SENATE APRIL 4, 2013 INTRODUCED BY Senator Correa FEBRUARY 22, 2013 An act to  amend   add  Section  63 of   999.7 to  the Military and Veterans Code, relating to veterans. LEGISLATIVE COUNSEL'S DIGEST SB 719, as amended, Correa. Department of Veterans  Affairs.   Affairs: California Disabled Veteran Business Enterprise Program reports.   Existing law establishes the California Disabled Veteran Business Enterprise Program to address the special needs of disabled veterans seeking rehabilitation and training through entrepreneurship and to recognize the sacrifices of Californians disabled during military service. Existing law requires each awarding department, as defined, under the program to have annual statewide participation goals of not less than 3% for disabled veteran business enterprises for contracts entered into by the awarding department during the year for various services.  Existing law establishes the Department of Veterans Affairs within state government and sets forth its powers and duties, including, but not limited to,  administration of veterans benefits programs   establishing a method to monitor adherence to the goals for the disabled veteran business enterprises program .  Existing law requires the Department of Finance, the Controller, the Treasurer, and the Department of General Services to collaboratively develop, implement, utilize, maintain, and operate the Financial Information System for California (FISCal) as a single integrated financial management system for the state, as specified. Existing law requires the FISCal system to be implemented in all state departments and agencies in a series of waves, first to be developed and used in partnership with a select number of departments.  This bill would  make a nonsubstantive change to these provisions   require an awarding department under the program that uses the FISCal system to, commencing with the first reporting period after the implementation of the FISCal system at the awarding department, report its statewide participation goals for disabled veteran business enterprises in the overall dollar amount expended each year by the awarding department to the Department of Veterans Affairs  . Vote: majority. Appropriation: no. Fiscal committee:  no   yes  . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:  SECTION 1.   Section 63 of the Military and Veterans Code is amended to read: 63. There is hereby established in the state government a Department of Veterans Affairs.   SECTION 1.   Section 999.7 is added to the   Military and Veterans Code   , to read:   999.7. An awarding department that uses the FISCal system pursuant to Section 15849.22 of the Government Code shall, commencing with the first reporting period after the implementation of the FISCal system at the awarding department, report its statewide participation goals for disabled veteran business enterprises in the overall dollar amount expended each year by the awarding department to the Department of Veterans Affairs.
