 BILL NUMBER: AB 1873AMENDED BILL TEXT AMENDED IN ASSEMBLY MARCH 18, 2016 INTRODUCED BY Assembly Member Holden FEBRUARY 10, 2016 An act to  amend Section 51225.35 of the Education Code, relating to school curriculum.   add Section 75131 to the Public Resources Code, relating to state government.  LEGISLATIVE COUNSEL'S DIGEST AB 1873, as amended, Holden.  School curriculum: high school graduation requirements: mathematics: computer science.   Strategic Growth Council: Board of Infrastructure Planning, Development, and Finance.   Existing law establishes the Strategic Growth Council and requires the council, among other things, to identify and review the activities and funding programs of member state agencies that may be coordinated to improve air and water quality.   This bill would establish within the council a Board of Infrastructure Planning, Development, and Finance, consisting of the Governor, the Treasurer, the Controller, the Secretary of Transportation, the Director of General Services, one member selected by the President pro Tempore of the Senate, and one member selected by the Speaker of the Assembly. The bill would require the board to categorize and recommend the priority of the state's infrastructure needs and develop funding to finance those projects.   Existing law requires each pupil completing grade 12 to satisfy certain requirements as a condition of receiving a diploma of graduation from high school. These requirements include the completion of designated coursework in grades 9 to 12, inclusive, including the completion of at least 2 courses in mathematics, 2 courses in science, including biological and physical sciences, and one course in visual or performing arts, foreign language, or career technical education. Existing law authorizes the governing board of a school district to adopt additional coursework requirements. Existing law authorizes the governing board of a school district that requires the completion of more than 2 courses in mathematics for graduation from high school to award a pupil up to one mathematics course credit for successfully completing an approved computer science course, as provided.   This bill would make nonsubstantive changes to that latter provision.  Vote: majority. Appropriation: no. Fiscal committee:  no   yes  . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:  SECTION 1.   Section 75131 is added to the   Public Resources Code   , to read:   75131. (a) There is within the council a Board of Infrastructure Planning, Development, and Finance. The board shall consist of the Governor, the Treasurer, the Controller, the Secretary of Transportation, the Director of General Services, one member selected by the President pro Tempore of the Senate, and one member selected by the Speaker of the Assembly. (b) The board shall categorize and recommend the priority of the state's infrastructure needs and develop funding to finance those projects.   SECTION 1.   Section 51225.35 of the Education Code is amended to read: 51225.35. (a) (1) If the governing board of a school district requires more than two courses in mathematics for graduation from high school, the governing board of the school district may award a pupil up to one mathematics course credit pursuant to subparagraph (B) of paragraph (1) of subdivision (a) of Section 51225.3 for successfully completing a "category C" approved computer science course. (2) The governing board of the school district is encouraged to ensure that any computer science course that the school district awards a pupil mathematics course credit for pursuant to paragraph (1) builds upon fundamental mathematics content. (3) The governing board of the school district is encouraged to support schools in submitting any computer science course that a school wishes to use to fulfill school district imposed mathematics subject area requirements to the University of California for certification and addition to the school's "A-G" course list. (b) For purposes of this section, "category C" refers to the "A-G" admission requirements for the California State University and the University of California.
