BILL NUMBER: AB 2039INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Ting FEBRUARY 16, 2016 An act to relating to solid waste. LEGISLATIVE COUNSEL'S DIGEST AB 2039, as introduced, Ting. Solid waste: reduction. The California Integrated Waste Management Act of 1989, which is administered by the Department of Resources Recycling and Recovery, requires each city and county, and each regional agency formed pursuant to the act, to develop a source reduction and recycling element of an integrated waste management plan to divert 50% of all solid waste, through source reduction, recycling, and composting activities. Existing law makes a legislative declaration that it is the policy goal of the state that not less than 75% of solid waste generated be source reduced, recycled, or composted by 2020, but prohibits the department from establishing or enforcing a diversion rate on a city or county that is greater than the 50% diversion rate. This bill would provide that it is the intent of the Legislature to reduce waste in the state. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.
