LEGISLATIVE COUNSEL'S DIGEST AB 38, as introduced, Eggman. California State University: Stockton campus. Existing law establishes the California State University, under the administration of the Trustees of the California State University, as one of the segments of public postsecondary education in this state. The university comprises 23 independent campuses This bill would require the Legislative Analyst's Office to conduct a study and report to the Legislature on the feasibility of establishing an independent campus of the California State University in Stockton. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The Legislative Analyst's Office shall conduct a study and report to the Legislature on the feasibility of establishing an independent campus of the California State University in Stockton.
