LEGISLATIVE COUNSEL'S DIGEST AB 456, as introduced, Patterson. Public postsecondary education: University of California: California State University: electronic textbooks. Existing law establishes the system of public higher education in the state, which includes the University of California, administered by the Regents of the University of California, and the California State University, administered by the Trustees of the California State University. This bill would declare the intent of the Legislature to enact legislation that would require the California State University, and request the University of California, to offer discounted electronic textbook rentals for all textbooks assigned in courses, if the content of the electronic and printed versions of a textbook are the same. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation that would require the California State University, and request the University of California, to offer discounted electronic textbook rentals for all textbooks assigned in courses, if the content of the electronic and printed versions of a textbook are the same.
