 BILL NUMBER: AB 70AMENDED BILL TEXT AMENDED IN ASSEMBLY MARCH 26, 2015 INTRODUCED BY Assembly Member Waldron DECEMBER 18, 2014  An act to amend Section 14611 of the Welfare and Institutions Code, relating to Medi-Cal.   An act to amend Section 1797.121 of the Health and Safety Code, relating to emergency medical services.  LEGISLATIVE COUNSEL'S DIGEST AB 70, as amended, Waldron.  Medi-Cal: hospital reimbursement.   Emergency medical services: reporting.   Existing law, the Emergency Medical Services System and the Prehospital Emergency Medical Care Personnel Act, governs local emergency medical services (EMS) systems, and establishes the Emergency Medical Services Authority, which is responsible for the coordination and integration of all state agencies concerning emergency medical services. The act requires a local EMS agency to plan, implement, and evaluate an EMS system, as specified, and authorizes the local EMS agency to develop and submit a plan to the authority for an EMS system according to prescribed guidelines. Existing law requires the authority to report to the Legislature on the effectiveness of the systems provided for in the act on or before January 1, 1984, and annually thereafter, as specified.   This bill would instead require the authority to report that information to the Legislature every 5 years.   Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services and under which qualified low-income persons receive health care benefits. Existing law declares the intent of the Legislature to enact a method for reimbursing hospitals for inpatient and outpatient services provided to Medi-Cal beneficiaries on a prospectively negotiated contractual basis and to develop and test alternatives that would become the basis for a permanent contracting system.   This bill would make technical, nonsubstantive changes to that statement of intent.  Vote: majority. Appropriation: no. Fiscal committee:  no   yes  . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:  SECTION 1.   Section 1797.121 of the   Health and Safety Code   is amended to read:  1797.121.  (a)    The authority shall report to the Legislature on the effectiveness of the systems provided for in this division on or before January 1, 1984, and  annually   every five years  thereafter,  including   and shall include  within this  report,   report  systems impact evaluations on death and disability.  (b) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.   SECTION 1.   Section 14611 of the Welfare and Institutions Code is amended to read: 14611. It is the intent of the Legislature to enact a method for reimbursing hospitals for inpatient and outpatient services provided to Medi-Cal beneficiaries on a prospectively negotiated contractual basis. The provisions of this article are intended to develop and test alternatives for contractually arranging for the payment and delivery of those services that will become the basis for a permanent contracting system.
