LEGISLATIVE COUNSEL'S DIGEST SB 1107, as introduced, Allen. Political Reform Act of 1974: public moneys: definition. The Political Reform Act of 1974 prohibits a public officer from expending, and a candidate from accepting, public moneys for the purpose of seeking elective office. The act defines "public moneys" by reference to its definition in the Penal Code. This bill would expressly set forth that definition within the act. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 85206 of the Government Code is amended to read: 85206. "Public moneys"  has the same meaning as defined in Section 426 of the Penal Code.   means   all bonds and evidence of indebtedness, and all moneys belonging to the state, or any city, county, town, district, or public agency therein, and all moneys, bonds, and evidences of indebtedness received or held by state, county, district, city, town, or public agency officers in their official capacity.
