LEGISLATIVE COUNSEL'S DIGEST SB 279, as introduced, Huff. Certificated employees: Commission on Teacher Credentialing: teacher evaluation system: report. Existing law establishes the Commission on Teacher Credentialing to issue teaching and services credentials, and to establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law requires the commission to report to the Legislature and the Governor on the availability of teachers in California, including specified information, by April 15 of each year. This bill would require the commission to develop recommendations on a certificated employee evaluation system that is capable of being used by local educational agencies statewide and that contains specified measures. The bill would require the commission to submit a report containing those recommendations by January 1, 2018, to the Legislature and the Governor. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 44225.9 is added to the Education Code, to read: 44225.9. (a) The commission shall develop recommendations on a certificated employee evaluation system that is capable of being used by local educational agencies statewide. The evaluation system shall consist of multiple measures, including, but not limited to, all of the following: (1) Principal or supervisor observation. (2) Pupil performance on statewide assessments, including achievement levels and growth. (3) Pupil, parent, and peer surveys, as appropriate. (b) The commission shall submit a report containing its recommendations to the Legislature and the Governor by January 1, 2018. (c) (1) A report to be submitted pursuant to subdivision (b) shall be submitted in compliance with Section 9795 of the Government Code. (2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January, 1, 2022.
